CAPTIONING AND VIDEO INFORMATION:

divided into phrases and encoded onto video tape ready to put on the broadcast Master Tape.

 

Video is the medium deaf need -- to spead religious and health information in Sign Language. Video is also the best way to communicate either open or closed captions.

Open Captions: these everyone can see.

Closed Captions: these are hidden in "line 21" as the technicians call it. To view these captions, one must either have the old style "decoder" or a modern T.V. with a built-in decoder, and of course the decoder must be turned "on". There are many captioning agencies. Some take the program already produced, make an exact "transcription" of it, and then divide up the phrases into captioning length, and use special copyrighted software, etc., to encode the captions into the already prepared master.

"Live captioning" or "real-time captioning" is done with the captioner watching the program, or speaker, and typing into a court-steno type computer keyboard, the actual words/phrases being used. Because of the tremendous speed needed, it is hard to be totally accurate. And, there is no chance to correct any mistakes. The pressures can be tremendous to keep up and to try and be accurate to what is being said. Sometimes this is being done thousands of miles away from where the program is originating "live". The program is viewed over satellite, and the data is fed back to the source to be immediately encoded.

EXCELLENT ILLUSTRATION: One of the best samples of religious live encoding was during the Net96 and Net98 evangelistic series produced by the Adventist church during the Spring of 1996 and the Fall of 1998. The last series originated in Berrien Springs, Mich., and the persons doing the live work were in a Western state. DEAF MISSIONS

Council Bluffs, Iowa: Deaf Missions was founded some years ago by Duane King. They are one of the largest, best organized inter-denominational Christian Resource Organizations for the Deaf. They produce Visuals for the Deaf and Videos for the Deaf. Best known is their project of doing the Bible in Sign Language on video. They produce a limited number of video materials in their own small studio in Council Bluffs, Iowa. IT IS WRITTEN TELECAST

"It is Written" has been produced for over 30 years. It was founded by George Vandeman, and Mark Finley is now the speaker. "It is Written" is a popular half hour telecast explaining the Bible. The US produced Edition is now closed captioned. Unfortunately, the Canadian edition is not yet captioned, as it is edited separately in Canada. It is Written has its own closed digital captioning equipment, and does its own work completely on site in Simi Valley, CA. However, it does not do contract work for other agencies. All its new programs are now "closed captioned".

 Also produced at the same media center is the "Breath of Life" telecast with speaker,  Dr. Walter Pierson.  This telecast is produced especially for the black population and reflects black culture.  You will find Dr. Pierson a lively speaker!  Recent programs are now being closed captioned
